The Ethiopian delegation completed its’ mission in Australia successfully.
First of all the delegation came to attend Federation and budget allocation workshop which is path way to the 20/20 forum. While they are on this short mission they have managed to meet with interested Ethiopians in Perth and Melbourne.
Melbourne meeting was initially was planed by the consulate general who does not have idea of the Welfare dependant EPRP + AFD ( EPRP, KINIJIT, OLF and OPLF ). But concerned Ethiopians organised meeting hall in Hilton Hotel and the delegation met interested Ethiopians including community leaders. The meeting was peaceful and wise. The delegation highlighted the economic development and democracy process in Ethiopia. They also stressed the difficulties they are facing when implementing democratic values and development policies.
The attendants asked questions related to the election, justice, national security and future plan of the government to ensure oppositions get fair go in the political process. The meeting was held between 7pm to 11 pm then followed by dinner Party.
The group leader Mr Ayalew Gobze Amhara Regional President encouraged Ethiopians to think about their future and abut their country. He also invite interested Ethiopian to participate in development and the political process.

Upon finishing high schools, young hararian generation minds are already set up and target government positions. Our youth rate, dropping out of schools is alarming. Therefore, working for the local government seems the only source of income and entire hararian family members live on this type of revenue.
My argument is to encourage and implement economic measures through incentives to attract direct investments and boost the private sector, backbone of the free market. It is a fact that small and medium enterprises generate revenues and create jobs in order to deal with this alarming youth unemployment rate in Harar. Centuries ago, Harar was a pure free market where commodities and spices were freely traded.
Nowadays, that trend is going backward and we witness most of the hararian people living under the line of poverty is widening. Well, the local government should come with innovative ideas such as micro-credits, creation of small-medium entreprises, conducive economic packages for foreign investments etc....
Muhammed Yunis from Bangladesh, a poor nation, succeeded in restoring micro-credits and granted loans to women. The results are tangible and this nation is moving forward. We should create favorable environment to entrepreneurship and let's turn around this mentality of depending on the public sector. We have abundant, arable and fertile land. We neglected this and people are massively moving towards the capital City in quest of better life. We just encouraged urban development. We are leaving farms unexploited.
We are indeed hard working people wherever we are and need to transfer our technology and know-how to Harar. We need to rectify these errors. Let's bring our money back home, assist this economy in motion and be a constructive member for our future generation. Anything is achievable while we have the willingness to invest in the wright industry creating jobs. Bear in mind that public sector companies are cutting jobs and private ones are prospering.Decision is yours but make the wright choice.

The PowerPoint consists of a model for continuous improvement and innovation and an application of the model in the formulation of HIAGI proposal. The model is very useful tool to develop an initiative such as HIAGI and continuous follow up with the objective of increasing it performance. For those who are interested to start new initiative, It can be a good tool to start with. The application of the model to HIAGI initiative can also be a very good and practical example.
The seminar was rated as the most successful and excellent by the participants from the Harari Community. Presents were some of the key and the brightest Members of Harari Communities in Australia and representatives of 3zzz radio Harari program.

I viewed your Power Point presentation. I think it is well-organized and timely prepared. I especially like the proposal that your core project emphasizes, which is the transfer of knowledge between expatriate nationals (i. Diaspora) and the indigenous Hararees.
Consulting with the Harar administration and including it in the proposed project was also a good idea. As they say, a journey of 1000 miles begins with the first step. I believe this proposal may be that first step. It needs a rigorous plan of action and a mandatory follow-up for each segment of the project as you succintly laid out in your presentation.
This is crucucial because our Harari track record in the past has been heavy on initiation but weak on execution. I pray that this time, it will be different. Harar cannot wait for revitalization projects anymore and Hararees cannot afford to postpone growth and development any longer.
Our community has to be galvanized and jolted into action not only to advance the Harari Project but also to resurrect itself from the passive mode into the active mode so that it can strive to maintain and preserve the three crown jewels of Harari identity: Our Deen, Our heritage and Our culture.
I appreciate your initiatives and encourage you to stay steadfast in your noble endeavor. Good job!!!.

First of all sorry for being late in replying to your concerns about the leadership of HIAGI - Harar Branch. I was a bit busy struggling with piles of work accumulated during my holidays and was away from home. I also appreciate your observation and for being straight forward. I personally think that such attitudes improve communication and reduces misunderstanding.
To me, the questions that should have been raised in relation to the 21 points public grievances in Harar are whether they facts or fictions. If they are facts, then identifying the problems are half way to the solution or more appropriately haft of the solution. If they are misconceptions, that mean the gernal public got it wrong. But because the public owns the election vote I beleive that they are always right. If the public does not like the colour of your skin or complexion, they can vote you out even if you are acting in their best interest. Here, you have go to remember that public openion does not function as the case in court in which the case is propertly analysed before making a decision. That is the public does not need a pove to vote you out of office at least in a democtatic country. Can we argue about it?
The points that have been posted were not mine but are public opinions readily available in the market. When I say “in the market” it means they are available in public domain. O f course, I do share some of those public grievances to a certain degree as a member of the public and for that I don’t need prove for no body is dealing with a court case. As a matter of fact nor does the Haarari leadership did not claim that fact that some of those allegations do not exist but rather much exaggerated. In either case, it is the duty and responsibility of the Harari Leadership to play a vital role in addressing such problems with honesty, integrity and capacity as the public has entrusted and delegated them to perform in their best interest.
Even if few of those allegations are evident in Harar, it is important to design and implement longterm strategies and policies to address those problems. If some of those grievances are, of course, public misconceptions, then it time to work towards understanding. Our vital role is effectively facilitating the process of achieving those outcomes.
Your concern about the quality of leadership of HIAGI in Harar is not a significant issue for us at this stage. We have seen that everyone in the list stood there based on his or her own relative merits. However, you are not alone in raising the same concern and yet remember that we can not override the will of the people rather put a framework of structure that would enable an efficient control in the organization.
Yes, HIAGI is a new organisation but very different from the previous organisations. Some of the top Federal Government Officials I met in Addis were very much impressed with the originality of its ideas and strategies in addressing some of the pressing issues facing Harar and the harari leadership and expressed their will and support to apply its principles to the whole of Ethiopia. I think that this is a very good time to seize these windows of opportunities to serve Islam, Harar and Hararies. If we set our goals or target right and work a bit harder we can achieve our goals and change our world irrespective of the will of others. Thanks for your time.

Again according to your own finding, since these Harari individuals are the real problems for the ills of the community, how does it make sense to bring those who are part of the problem into the mix in order to find a solution to the predicament? Forgive me for putting it bluntly, but as soon as I saw some familiar names in the present Harari leadership enrolled as members and leaders of HIAGI, I made the conclusion that this is an organization that is still-born; it is doomed for failure from its inception. From what I learned in your writings in this forum, I believe you are an upright individual who is doing his best for the welfare of the Harari people and I have not seen much to change my idea so far. But I just can not make sense of the contradiction that I have already mentioned above. I wish you all the best in your endeavor although I do not see how you are going to carry out the program you have outlined for HIAGI with the problem I have already mentioned above.

Harari state council meeting concluds

Harar, August 24, 2007 (Harar) - The 1st regular conference of the Harari State council concluded on Thursday after approving over 172 million Birr annual recurrent budget, appointing cabinet’s members and endorsing various bills.
The council endorsed bills providing for the restructuring of the state mass media agency, the redefinition of the state's executive organs and the establishment of the state's ethics and anti-corruption commission. Members of the council recommended for the increment of state's hospitals’ annual budget from the reserve budget saying the ten million Birr allocated would not be adequate for effective health service delivery.
The council has sacked Zeydan Bekri, who was member of the state’s cabinet and head of public mobilization, culture and social affairs bureau on the grounds of inefficient performance. The council appointed Emaj Indris in place of Zeydan.
Following the separation of the former education and capacity building bureau, the council has entitled Regassa Kefyalew to head the capacity building Bureau in addition to his current position as the state deputy head.
The council unanimously approved the appointment of Nebil Mohamed as the head of the State Education bureau.

Harrar, August 24, 2007 (WIC) - The FDRE Institution of Ombudsman urged members of state councils, executive bodies at different levels and the community at large to provide unremitting support for its endeavor to ensure good governance.
While briefing the activities and responsibilities of the Institution to members of Harrari State Council here today, Children and Women Ombudsman with the rank of Minister, Adanech Dilnesahu, said the institution needs the support of members of state councils to efficiently discharge its responsibilities.
The institution is working with an objective of ensuring quality, efficient and transparent good governance through making sure that the executive body is respecting the legal rights and interests of the public.
According to her, the institution has the authority to control whether administrative directives issued by executive bodies and their decisions and procedures are not against the constitutional rights of the public and to receive, investigate and seek solutions for complaints on maladministration.
She mentioned that the institution has received over 12,000 applications of complaints during the last two years and added that some 10,000 of those were already solved while the rest are still pending.
Among the major sorts of complaints submitted to the institution were concerned with construction license, suspension from job, relegation from position and salary, payment of pension allowance, return of houses confiscated without proclamation, expropriation from holdings and payment of compensation, she elaborated.
Harrari State Chief Administrator Murad Abdulhadi on the occasion pledged to make all the necessary support and contribution to the success of objectives of the institution.

Leadership is nothing but the quality which makes a person stands out different from other ordinary employees. It is associated with such a person who has aggressiveness in speech and action, love for the employees, and who can handle pressure under different circumstances and a person who is always ready to fight for the rights of employee. A leader is useless without followers. It is the followers who make a person as a leader and if required overthrow him.
Leaders play a critical role during change implementation, the period from the announcement of change through the installation of the change. During this middle period the organization is the most unstable, characterized by confusion, fear, loss of direction, reduced productivity, and lack of clarity about direction and mandate. It can be a period of emotionalism, with employees grieving for what is lost, and initially unable to look to the future.
In addition to forecast and amiability, the characteristics that leader must have are ability to recognize employees' talents, the know-how to make teams work and an open mind.
Leadership does vary to some extent as per the positions i.e. it may be slight different for manager and different for a union leader but the basic qualities of leadership does not change.
1. Good communication skill
Communication is the key to be a great leader. The reason for this is simple: if he possesses the other nine leadership qualities but if he fails to communicate well, he will never be great leader.
What he can do is communicate with others in the organization about what IT can do to move the company forward. In other words, good communication is the key for developing good business relationships. If he can’t establish a good business working relationship, he is not going to be that leader, that team player. He will not be able to communicate how IT can add long-term value to the company. The modern leaders must therefore be equipped with good communication skill and use new ways to do effective communication.
2. Honesty
The most valuable asset of a leader is honesty. He must be honest with both his employees and the management committee. Another part of his features is integrity. Once a leader compromises his or her integrity, it is lost. That is perhaps the reason integrity is considered the most admirable trait. The leaders therefore must keep it "above all else."
3. Visionary outlook
Leadership qualities are different for different position. For a CIO he must be thinking for stabilizing the current business and always looking for future scope of expansion. He has to be able to look beyond where we are today, know where the business is going, and be able to use that vision to move the company forward. Being able to do this is a rare skill indeed.
4. Selecting a good team
A good CIO although he possesses sound technical skills he assures that the team he selects is efficient enough to back up any skill he lacks. Choosing the best people for such team is a skill. A CIO after all is a human being and does not have answer for everything. But by working together he creates an atmosphere of mutual trust and respect; the team then always find the best solution.
5.Action speaks louder than words
Managers must be able to put aside their concerns to listen to (and appear to listen to) those around them. As a result, they come know what is going on, and know what is both said, and said between the lines. They have the knack of appearing to know what people need even if those needs are not expressed directly. However, knowing what is going on, and identifying the needs of those around them is not sufficient. The responsive manager also acts upon that knowledge, attempting to help fulfil the needs of employees, superiors, etc. Responsive managers wield influence to solve problems for those around them, often before even being asked.
6. Ability to motivate people around
A good leader must always keep motivating his team mates for good work and should maintain healthy environment. He must give first priority to safety of workers and see that they are not exploited by superiors.
7. Consistency
Leadership effectiveness is impossible without consistency. Every leader has an approach that is unique to them. Don't change your personal style radically after all; it got you in a leadership position. Modify the rough spots but take care not to confound your staff by displaying inconsistency. Your expectations, though subject to modification based on ever-changing business needs, should remain as constant as possible. The business world is confusing enough without you adding unwelcome surprises into the mix. Keep things simple and consistent.
8. Ability to stand against critics
As the success rate increases your critics multiply and become louder. Come to peace with the fact that you will always have a camp of people who critique every decision you make. They are generally the ones who are excellent problem-identifiers rather than problem-solvers. Develop your skills of repelling such critics so that they do not diminish your confidence or enthusiasm.
It takes focus and confidence not to be adversely affected by criticism. Strong leaders learn the art of listening to critics, but ultimately making decisions for the good of the department, not to simply please the critics. The following quote sums it up nicely: "Some of the most talented people are terrible leaders because they have a crippling need to be loved by everyone." As rightly stated by James Schorr.

As I understood from your massage the complaint was from the Harari people about their administration. How about people in diasporas invited to invest their money and promised to receive free land did they get what they were promised? In your opinion, during the Millennium how many professionals participated in programs that directly affects peoples health and education and what was the outcome? What was your expectation about Harar and its administration before you left your city, and now what do you think? During your stay in Harar was there any positive or pleasant thing you saw or encountered you like to tell us about? Did you find Millennium served its purpose? Over all were you satisfied with the outcome of your visit? If not, why not?

I wonder why didn’t you start all these moves while we all there so you would get lots of members and meet different committed persons… anyhow it’s thumb up for you and keep up the good deed. May Allah help you will all.
Per your email regarding the Harari Youth Org. (Muhyadin and his friends) they are very strong groups and from what I heard back home they are a good critics for the gov. bodies. My suggestion while you there we can organise a web site which includes a forum in it so any youth in Diaspora can participate and without any fear they can publish the current issues on their site……. My thought was all to take them internationally.
On my stay I saw few guys and girls which they are so keen on education and luck of information on how to join Uni outside Ethio like India . Things like that can be discussed on the web or forum so pupils from India can offer them info…. This is just for example to show and how to minimize the gap and reduce time spent.
Anyways yesterday I registered for Domain name www.hararcity.info under my name. If they are interested I can donate that for them and we will organise the website design while you get here and host the site.

It is nice to hear from you. It is a very difficult request address. I have yet to figure out what to report and comment on. Many things are not orderly in Harar and i am affraid that I could not able to do justice as I have to figure out the causes and effects many issues happening in Harar.
In the next couple of days I will try to comment on some the issues that were being discussed in ordinary houses in Harar and around Bercha Cirecles during Harar Millennium celebration.

Artistically also we still do have lots of them all over the world. We have great philosophers, Historians, professors, physicians, doctors, and people of True Knowledge as well (People we have devoted their time for the cause of Allah study Quran & Hadith to gain knowledge for themselves first and relate what they learned to others.)
If you notice what I have said in the above paragraph, we have all those people right here in Harari forums like Yahoo groups, H-net, Hararian forum. Let's just focus on all this great attributes and bring our ideas, exchange what we have for what ever good cause that we have in mind.
This kind of venue by it self is already a blessing to have for people like us who are dispersed all over the world. It brings us together and give us a sense of belonging no matter how terrible it is at a times. Hence, we really have to take this avenue very seriously because our identity of Harar and Harari in 21 st century is pretty much preserved in this kind of forums.

I understand it is your experience that the Harari people in Harar do not a favorable attitude towards their leaders, but I am not quite sure if you are holding the same view. If
According to your research, if the overwhelming majority of the Harari population is against the way things are administered in Harar, I am at a loss to make sense of why you have included many Hararis who are in key leadership position in the present administration in the organization you helped create, HIAGI. Again according to your own finding, since these Harari individuals are the real problems for the ills of the community, how does it make sense to bring those who are part of the problem into the mix in order to find a solution to the predicament? Forgive me for putting it bluntly, but as soon as I saw some familiar names in the present Harari leadership enrolled as members and leaders of HIAGI, I made the conclusion that this is an organization that is still-born; it is doomed for failure from its inception. From what I learned in your writings in this forum, I believe you are an upright individual who is doing his best for the welfare of the Harari people and I have not seen much to change my idea so far. But I just can not make sense of the contradiction that I have already mentioned above. I wish you all the best in your endeavor although I do not see how you are going to carry out the program you have outlined for HIAGI with the problem I have already mentioned above.

Harrar, August 24, 2007 (WIC) - The FDRE Institution of Ombudsman urged members of state councils, executive bodies at different levels and the community at large to provide unremitting support for its endeavor to ensure good governance.
While briefing the activities and responsibilities of the Institution to members of Harrari State Council here today, Children and Women Ombudsman with the rank of Minister, Adanech Dilnesahu, said the institution needs the support of members of state councils to efficiently discharge its responsibilities.
The institution is working with an objective of ensuring quality, efficient and transparent good governance through making sure that the executive body is respecting the legal rights and interests of the public.
According to her, the institution has the authority to control whether administrative directives issued by executive bodies and their decisions and procedures are not against the constitutional rights of the public and to receive, investigate and seek solutions for complaints on maladministration.
She mentioned that the institution has received over 12,000 applications of complaints during the last two years and added that some 10,000 of those were already solved while the rest are still pending.
Among the major sorts of complaints submitted to the institution were concerned with construction license, suspension from job, relegation from position and salary, payment of pension allowance, return of houses confiscated without proclamation, expropriation from holdings and payment of compensation, she elaborated.
Harrari State Chief Administrator Murad Abdulhadi on the occasion pledged to make all the necessary support and contribution to the success of objectives of the institution.
